COVID-19 Response: Reaching marginalised migrants in Hong Kong

The fifth wave of COVID-19 continues to hit the city hard. While Hong Kong people are busy fighting the pandemic, STOP team is sourcing supplies diligently for our community of trafficking survivors. Among the cases supported by STOP, some former migrant domestic workers who remain in Hong Kong for legal procedure have, unfortunately, tested positive for COVID-19. STOP caseworker has then supported them by delivering emergency packages, including rapid antigen tests, over-the-counter symptomatic medicine, health care information, and food.

Survivors of human trafficking are vulnerable to coronavirus as much as we all are. They face challenges unique to the marginalised condition. Many of them are staying in Hong Kong with a visitor visa (for processing legal procedures). It leaves them no choice but to stay at boarding houses or emergency shelters, and to rely on limited support from charity like us. Crowded living space exposes them to the risk of infection. Survivors of trafficking usually experience mental and physical trauma from the past, which causes chronic illness. If they test virus positive, their medical challenge is not just the long waiting hours at public health care, but the possible serious complication.

支援邊緣群體 同行抗疫

第五波新冠病毒疫情殺香港人一個措手不及,全城抗疫之時,STOP團隊正為我們服務的人口販運倖存者張羅。最近我們服務的倖存者中,有等候法律程序的前外籍家庭傭工不幸染上新冠肺炎。我們的個案工作員立即為他送上新冠肺炎應急包,包括快速抗原測試包、徵狀適用的成藥、健康資訊卡及食物。 人口販運倖存者與我們一樣,同樣在社區中有被感染的風險;當大部分人可以選擇居家抗疫之時,在香港的邊緣群體所面對的挑戰前所未見。

人口販運倖存者來自五湖四海,有些人不諳中文及英語,要獲取本地不斷更新的政府防疫措施資訊,成了他們日常生活的困難。以旅客簽證留港處理法律程序的倖存者,靠慈善團體微薄的資助,暫居於外傭宿舍,幾個人留宿於一個狹小的房間,令他們暴露在更高的感染風險之中。此外,部分人口販運倖存者過往的身心創傷有可能導致他們長期需要醫療護理,一旦染上新冠肺炎,倖存者顧慮的不只是公共醫療設施的等候時間,更可能因此引發嚴重併發症。

Human Trafficking Awareness Month: #SpotTheSignsFebruary Preview

If you think slavery is an outdated concept, you are wrong. Modern slavery and human trafficking are closely related, and unfortunately, human trafficking is happening in many corners around the world every day. January is Human Trafficking Awareness Month, and we believe awareness can save lives!

HONG KONG

Doctor among customers in brothel offering underage sex workers

Date: 9 January 2022 | Source: The Standard

Officers cracked down a brothel in an old residential and commercial old building on Ichang Street, where they took away the two teenage. Police arrested six local men and a local woman, aged between 22 and 57, including two operators and five customers. Police said although no evidence shows that those underage girls have been forced to engage in sex work, at least one of them was lured by drugs for providing sexual services.

For Chinese workers in Indonesia, no pay, no passports, no way home

Out of options and desperate for work, Huang Guomeng left his hometown in the central Henan province for what he hoped would be a good job in Indonesia. But once he reported for work at a nickel industrial park in Morowali County on Sulawesi Island, hope gave way to despair. The outsourcing company in Indonesia that recruited him and promised better wages confiscated his passport.

Social media apps help scale up sex trafficking

Ayesha had lost her job at a small fabric shop earlier this year because of the pandemic. At the time, she had also started dating Rifadul Islam, who had been introduced to her by a mutual friend. She even went to three TikTok hangout parties with the 26-year-old Islam, who used the handle “TikTokHridoy” on the social-media app. “He had promised to make me a TikTok star in some foreign countries,” 18-year-old Ayesha told Asia Democracy Chronicles. “I was not aware that I was being lured by the gang of traffickers using TikTok as a trap,” she said.

16 Ugandan students forced to work in central Taiwan factories

The Ministry of Education has barred Chungchou University of Science and Technology (CCUT) from recruiting foreign students after one of its 16 Ugandan students reported that they had been forced into factory work for long hours as “interns” and were not provided scholarships or instruction in English as promised. The Reporter released an account of the conditions at CCUT by Collines Mugisha, a 21-year-old former student of the university from Uganda.

Alleged head of child exploitation ring accused of prostituting own daughter

An accused leader of a child exploitation ring in Spain has been accused by authorities of prostituting his own daughter while presenting her as an adult on sexual websites. The investigation into the exploitation network began last year in April when the Family and Women’s Care Unit (UFAM) of Madrid found a 16-year-old girl was being sold to adults for sex in exchange for money or drugs. Investigators say that the gang lured the girls through social media networks with promises to make money and taught them to sell drugs as well.

Italian police arrest alleged Black Axe Nigerian mafia members over trafficking

Four alleged members of the Nigerian mafia have been arrested in southern Italy after a young sex trafficking survivor spoke out against them. Investigators in Palermo who led the operation said the woman, who is also Nigerian, was forced into sex work after taking part in an occult ritual bound up with traditional spiritual beliefs, known as juju, which bond victims to their traffickers and to any debts they will incur. The abuse of religious and cultural belief systems in Nigeria has proved a deadly and highly effective control mechanism for traffickers recruiting women destined for the sex trade in Europe.

‘Miserable and dangerous’: A failed Chinese promise in Serbia

Seeking escape from grinding poverty in northern Vietnam, the 43-year-old farmer labored for years on construction sites in Kuwait and Uzbekistan before being offered a ticket to what he was told would be “the promised land” — Europe, and a job with a good salary. His life certainly changed: It got much worse. The job turned out to be in Serbia, one of Europe’s poorest nations, with a Chinese company whose gigantic tire factory now under construction. Workers and activists say problems like human trafficking, prisonlike working conditions and environmental abuse are endemic.

[Investigation] Jails in Thailand force prisoners to make fishing nets under threat of violence

Thai prisoners are being forced to make fishing nets for private companies under threat of punishment including beatings and delayed release, a Thomson Reuters Foundation investigation has found. Former prisoners said prison officers threatened to beat them with batons, withdraw the right to wash or push back their release date if they did not meet stringent targets. The work was compulsory, but paid only a fraction of Thailand’s minimum wage and some workers were not paid at all, they said. “Our fingers would be all sore with wounds. It’s real torture … it’s the worst type of work.”

[Legal Update] The Uyghur Forced Labor Prevention Act goes into effect in the United States

On December 23, 2021, President Biden signed the Uyghur Forced Labor Prevention Act (the “UFLPA” or “Act”) into law. The UFLPA, is the latest in a line of U.S. efforts to address the plight of Uyghurs and other persecuted minority groups in China’s Xinjiang Uyghur Autonomous Region (the “XUAR”). A key feature of the Act is the creation of a rebuttable presumption that all goods manufactured even partially in the XUAR are the product of forced labor and therefore not entitled to entry at U.S. ports.

警搗兒童色情場所拘兩主持 5嫖客涉衰十一被捕

警方7日搗破一個隱藏於尖沙咀商住唐樓的兒童色情場所,拘捕1男1女主持,及5名涉嫌「衰十一」男嫖客,帶走兩名分別13歲及15歲女童,並追查同案最少3名女童。警方指該場所極為有組織,嫖客均為熟客,男女主持透過社交媒體發放雛妓值班訊息及進行預約,每次肉金為1300至2500元不等,與女童三七拆帳。據悉,案中女童疑被人以毒品利誘參與賣淫。

一帶一路:中國工人印尼打工的慘痛遭遇,新冠疫情下的崎嶇回家路

59歲的羅向前(化名)經由中國江蘇省一家名為「然越勞務派遣公司」,被僱到一家名為「安徽鵬德」的外協公司,2021年4月被派到印尼的一家中國冶煉企業工地德龍工業園工作。他稱自己薪水被剋扣,討薪時遭這家勞務派遣公司人員毆打,公司管理層也以疫情為由,拒絶讓他繼續求醫,向中國大使館發出的求救信息也石沉大海。他的經歷是眾多身在印尼的中國勞工的寫照。這幾家中國冶煉企業工地近期接連傳出中國務工工人被剋扣工資、扣留護照、毆打,甚至是瞞報因工死亡、自殺等事件。

人權專家警告:塔利班試圖使婦女和女孩在公共生活中消失

近30位聯合國人權專家今天共同發表聲明表示,阿富汗的塔利班領導人正在將針對婦女和女孩的大規模和系統性的性別歧視和暴力製度化。人權專家們還注意到,婦女和女童遭受剝削的風險增加,包括以童婚和強迫婚姻為目的的販運,以及性剝削和強迫勞動。

從此再無新疆貨?美國涉疆新法攪動全球供應鏈

2021年歲末,美國總統拜登將《防止強迫維吾爾人勞動法案》(The Uyghur Forced Labor Prevention Act)簽署成法。這部新法將全面禁止企業從新疆地區或與該地區政府有關聯的實體進口產品,除非企業能夠提供明確且令人信服的證據,證明產品非由強迫勞動製造。分析認為,新法必將對全球供應鏈構成影響,但具體情況將取決於未來美國政府的執法力度。

西班牙搗破迫使中國女性賣淫集團 團夥頭目亦是中國女性

西班牙警方日前搗破一個奴役中國女性的賣淫網絡,團夥頭目在中國使用欺騙手段,誘騙很多中國女性來到西方,警方斥人口販賣者將這些女性當作「撈金工具」。該網絡的頭目是一名中國女性,至少在西班牙生活逾10年。這些被迫成為性奴的中國女性由薩拉戈薩(Zaragoza)地下集團控制。她們不僅被逼賣淫,非法組織還強迫她們向客戶出售大麻、可卡因等非法藥物。警方發現,受害女性的生活環境極其惡劣,並且要在剝削者的監視下進行非法工作。

「這裡就像人間地獄」:中資輪胎廠在塞爾維亞引發憤怒

Hong Kong employer jailed for abusing domestic worker Erwiana in 2015 declared bankrupt

A Hong Kong woman jailed for abusing Indonesian domestic worker Erwiana Sulistyaningsih has been declared bankrupt by a Hong Kong court. Law Wan-tung was released under supervision in 2018, having served only half of her jail sentence. She has yet to repay her victims and the Justice Department, local media reported earlier this year.

China crime: Man who sold his 5 children to human traffickers sentenced to 10 years in jail

A couple in central China had five children within eight years and the father sold them successively for a total of 180,000 yuan (HK$220,463), a local court has revealed. The man “made childbirth as a way to make profits” and sold the babies after they were born to whoever wanted them, regardless of their motive for buying the children, the court said.

Debt-trapped Lao ‘chat girls’ forced to sell sex in China-run economic zone

When a young woman from the Lao capital Vientiane took on a job as a “chat girl” at the Kings Romans Casino in far northern Laos, she saw a chance to earn an honest living selling shares in her new company to casino patrons. But only months after she was recruited and had already agreed to take on debt to finance her application fees and moving expenses, she was told she would have to start selling sex when she couldn’t meet impossibly high sales quotas.

Analysis: Malaysia’s labour abuse allegations a risk to export growth model

Ghislaine Maxwell trial: Key moments from witness testimony

More than one year after her capture, fugitive socialite Ghislaine Maxwell’s sex-trafficking trial is under way. Federal prosecutors maintain that, as early as 1994, Maxwell helped her late friend and employer Jeffrey Epstein “recruit, groom, and ultimately abuse” girls as young as 14. Maxwell has always denied the allegations against her as “absolute rubbish.” And yet they have surfaced repeatedly, as Epstein’s victims consistently implicate Maxwell in recounting their abuse.

Dutch criminals exploiting vulnerable young people, study finds

A nationwide survey into an emerging form of human trafficking known as “criminal exploitation” is being carried out in the Netherlands. “Criminal exploitation is a relatively new form of human trafficking where victims are forced to commit criminal offences and are therefore wrongly portrayed as perpetrators – while the real criminals remain unaffected,” says Shamir Ceuleers, a team leader with CKM.

‘A lot of abuse for little pay’: How US farming profits from exploitation and brutality

In June, a farm worker from Mexico, was transported through a trafficking network from Monterey to work on farms in Georgia. They paid the traffickers 20,000 pesos, about HK$7500, loaned from their mother, taking frequent trips back and forth to Monterey, before being told it was safe to leave. They were finally sent to work at a corn farming operation across the border. “There was a lot of abuse for little pay,” the worker added. “It was a total fraud.”

Venezuelan migrants fall prey to sex traffickers after fleeing their collapsing country

While sex trafficking is a global problem, human-rights advocates say it has become especially acute in recent years among migrants who have fled dictatorship and the economic crisis in Venezuela. Government officials and rights groups in the Andean region say the traffickers exploit the exodus of nearly six million people from Venezuela—the world’s largest continuing refugee crisis, in number of migrants fleeing, after Syria—by coercing some into sexual bondage with bogus job offers.

[Investigation] Revealed: The secret ‘forced labour’ migration route from Vietnam to the UK

An Observer investigation has found that Serbia and Romania are being used as new gateways to Europe for smuggling and trafficking gangs who are using guest worker visa programmes to transport large numbers of Vietnamese workers into eastern Europe. There they are often exploited in factories and construction sites before some are transported across land borders into the EU and, eventually, to the UK.

Children in Kabul are having to work to help support their families, amidst an economic collapse in Afghanistan. Even before the Taliban takeover, hundreds of thousands of Afghan children were forced to earn a living because of widespread poverty. However, since the group came to power, international funding has been largely cut off. Sanctions have also been imposed and, as a result, unemployment is rising. The BBC’s Secunder Kermani spent the day with one group of boys shining shoes in Kabul.

Erwiana前僱主獲頒令破產 大狀:兩印傭索償難

虐打印傭Erwiana的女僱主羅允彤,2015年在區域法院被判囚6年,2018年刑滿出獄。法庭曾頒令她須向Erwiana及另一名被虐印傭賠償,共逾90萬元,羅允彤今年6月入稟高等法院申請破產,昨被頒令正式破產。就兩名印傭能否取得賠償,大律師陸偉雄表示,破產意味該人無償還能力,追回賠償屬「微乎其微」。

研究發現荷蘭犯罪分子利用脆弱的年輕人

Hong Kong should take a leaf from Singapore’s alternative to live-in rule for domestic workers

In Singapore, some foreign domestic workers have the option of being employed by companies instead of households, where they would have to live with their bosses. Women previously interviewed by This Week in Asia said the scheme meant better pay, more regular working hours, enhanced labour rights, and increased freedom. Hong Kong should look into this example and take it further.

Singapore court stays execution of man with learning disabilities

Nagaenthran K Dharmalingam, a Malaysian national, was arrested in April 2009, for attempting to smuggle 43 grams of heroin into Singapore. The drugs had been strapped to his thigh. He was sentenced to death the following year and, having spent more than 12 years on death row, was told he would face execution on 10 November. Dharmalingam has an IQ of 69, a level recognised as indicating a learning disability, and attention deficit hyperactivity disorder. His supporters say there is evidence that Dharmalingam was forced to courier drugs as a victim of human trafficking.

Canada pauses imports from Malaysia glove maker Supermax over forced labour concerns

Malaysian factories making everything from medical gloves to palm oil have increasingly come under scrutiny over allegations they abuse foreign workers, who form a significant part of the manufacturing workforce. Canada has paused imports from Malaysian glove maker Supermax Corp as it awaits the results of an audit, weeks after the United States barred the firm over allegations the company uses forced labour.

Migrant Oregon weed workers face threats amid illegal boom

Thousands of immigrants working on southern Oregon illegal marijuana farms that authorities say are run by foreign cartels are living in squalid conditions and are sometimes being cheated and threatened by their gangland bosses. Some managers of the illegal operations are refusing to pay workers and have threatened them with violence if they go to the authorities or try to quit, according to law enforcement officials and a group that advocates for the migrant and farm worker rights.

Suit accusing Hindu group of forced labour widens to 5 US states

A federal lawsuit accusing a prominent Hindu organisation in the United States of trafficking workers from India and forcing them into labour at Hindu temples has widened to five states. The initial lawsuit, filed in May on behalf of 200 Indian workers, accused the religious group, known as the Bochasanwasi Akshar Purushottam Swaminarayan Sanstha (BAPS), of luring their targets from India, coercing them to sign employment agreements, and forcing them to work more than 12 hours a day with only five days off in a year, doing construction and maintaining the sprawling grounds of a Hindu temple in New Jersey.

[Report] Ending online sexual exploitation and abuse of women and girls: A call for international standards

Predators are increasingly using social media and online gaming platforms to target potential victims because these platforms offer anonymity and operate under very limited regulation. Consequently, Online sexual exploitation and abuse (OSEA) is growing and the full breadth of the problem is largely unknown because of the large number of unreported cases.

16歲「兼職女友」不適拒賣淫遭勒索3萬 3女認罪其中兩懷孕被告准保釋候判

3名年輕女子安排一名任「兼職女友」的16歲少女賣淫,高峰期間兩天接客8次,少女因身體不適拒絕接客,卻被勒索逾3萬元,最終報警求助。涉案3女18日於區域法院(案件在荃灣裁判法院處理)承認控罪,其中兩名懷有身孕的被告獲准保釋候判,另一人還押。

新州印度寺廟涉人口販運 訴訟擴及5州

新澤西州羅賓斯維爾一間印度教組織「Bochasanwasi Akshar Purushottam Swaminarayan Sanstha」(簡稱BAPS),5月時遭一群來自印度的建築工人以人口販運的罪名向聯邦法院興訟;原告日前修正訴訟參與人,除新州外,還加入了來自加州、德州、伊利諾州及喬治亞州等四個地區的其他工人。 根據法院文件,新澤西州的原告指控BAPS以高薪資引誘他們來美參與新州印度教寺廟興建工程,但事實上等他們抵達美國後,不僅日薪只有港幣9.40元,還被迫簽署雇傭契約,規定12年內不得離職,且有保安隨時密切監控他們。

加拿大扣押首批「強迫勞動」中國服裝 議員籲采更強硬措施杜絕

加拿大邊境服務局早前以「強迫勞動」為由,扣押一批由中國進口的服裝,是自該國去年初實施禁止進口「強迫勞動」商品以來第一批以此床由扣押的中國貨物。加國傳媒報道,執政自由黨和反對黨的國會議員均促請杜魯多政府做更多工作來應對中國鎮壓維吾爾等弱勢社群的問題。

中國玲瓏輪胎在塞爾維亞工廠的越南工人集體罷工,抗議生活及工作條件惡劣。該起事件登上當地新聞頭條,也引起人權團體及歐盟議員關注。人權組織A11和Astra發表了聯合報告,提到「大量既定事實表明,勞工有可能成為以勞動剝削為目的的人口販賣受害者」,要求塞爾維亞當局採取緊急行動。

漁業觀察員被政府或地方漁業管理組織聘用,被分配到漁船上收集有關商業漁業的科學數據,也負責確保船員不會從事非法、無管制或不上報的捕撈活動(IUU)。 IUU漁業是一個販賣人口,以及走私非法藥物、野生動物和武器的途徑,與組織犯罪有一定的關係。漁業觀察員的工作聽起來非常簡單,但他們卻不斷在海上失蹤或死亡。從2010至2020年,有最少14個漁業觀察員在出海時死亡,當中有11宗還未有調查結果。
